However, the Russian president naturalizes it: "It is nothing extraordinary. The United States has been positioning its nuclear weapons in allied countries for decades," he says. For China, this is a red line because, in a nuclear war, "there are no winners". This is what Xi Jinping warned just five days ago during his official visit to Moscow. The European Union speaks of "another escalation of the conflict" and warns of new sanctions. It sees it as "pressure from the Kremlin to stop arming Ukraine". "This is not reassuring news," confessed Josep Borrell, the European Union's High Representative for Foreign Affairs and Security Policy. Kiev claims that Belarus is a "hostage of the Kremlin" and sees this move as yet another "provocation" by Putin. It has therefore called for an urgent meeting of the UN Security Council. The United States does not believe that Moscow is preparing a nuclear attack. This is the first time since the fall of the USSR that Russia has armaments outside its borders. It justifies this as a response to the United Kingdom's intention to supply depleted uranium weaponry to the Ukrainian Army.
