Neighbor unleashes his dogs because kids were begging for candy on his block

A group of children in the Conde Santiago de la Laguna subdivision went out to "beg for the dead" when a neighbor unleashed his aggressive dogs against the innocent children. One of the children was attacked by one of his dogs; the minor has injuries in one leg and a severe nervous breakdown. A call to Mayor Julio Cesar Chavez Padilla to intervene.
