How Toluca police extort money from motorists

Under the pretext of violating the "Hoy No Circula", some tourists or neighbors from other states are extorted by Toluca police officers with fees ranging from 1,500 to 2,000 pesos, otherwise they are fined and their vehicles are towed to the impound lot.
