Police Seek Masked Man Who Shot Victim in Both Legs

Police are looking for a man they say shot another man on the street in West Philadelphia. Investigators say it happened around 6:40 in the evening when a Blue Hyundai Santa Fe pulled up to the side of a convenience store.
