Raw Video: Alerts Issued at Tx. Refineries

Texas City has declared another emergency and reissued a shelter-in-place order after another refinery lost electricity. The BP refinery and a Dow Chemical plant lost power Monday night. The latest power outage occurred at a Valero refinery.
