New Modus Operandi of Police Officers, "OFF" the lights without you noticing it

A new modus operandi of Mexico City police officers is coming to light, so far this is the first one I have heard of, according to a young driver who was driving through the streets of Mexico City and was stopped by a police patrol car. Seconds later the police officer shined a flashlight directly into his eyes and told him that he was driving with his lights off, for which he would be fined almost 200 days of minimum wages.
