Russia_Sanctions on Iran should not be used to punish

A Russian Deputy Foreign Minister says talks between Russia and five other world powers on imposing new sanctions against Iran is making slow progress. Sergei Ryabkov made the remark at the opening of a conference in New York, taking stock of the 1970 nuclear Non-ProLiferation Treaty. He reteiterated Russia's position that a new round of UN sanctions should not be used to punish Iran but to "strengthen the non-proLiferation regime." Sergei Ryabkov, Russian Deputy Foreign Minister, said, "I do believe these talks are slowly moving forward. Definitely there is still some space to bridge over, but I wouldn't exaggerate or over-exaggerate the differences. Frankly we are talking on some very well known and well discussed issues. So I am reasonably optimistic."
