Shooting at Uvalde: Police officers waited almost an hour in hallway before intervening

The police response to the shooting at an elementary school in Uvalde, Texas, where 19 children and two teachers were killed led to "an ignominious failure" in which a commander put the lives of officers before those of minors, said Texas Department of Public Safety Director Steven McCraw.
